Ts. Noor Nikman Salleh is a Professional Technologist in Building and Construction Technology (BC) registered with the Malaysia Board of Technologists (MBOT) and Engineering Technologist (Eng. Tech.) with the Board of Engineers Malaysia (BEM). Ts. Nikman is recognized as an ASEAN Engineering Technologist (AET) by The ASEAN Federation of Engineering Organizations (AFEO).

Academic Achievement : Ts. Nikman received his formal education and obtained a Bachelor’s Degree in Management (Technology) from Universiti Teknologi Malaysia (UTM, Skudai) in 2011 and Master’s Degree in Corporate Master in Business Administration from Universiti Malaysia Sarawak (UNIMAS, Kota Samarahan) in 2017, Master of Science in Engineering Management from Universiti Malaysia Sarawak (UNIMAS, Kota Samarahan) in 2024 and Master of Science in Construction Engineering from Universiti Teknologi Mara (UiTM, Shah Alam) in 2024.

Academic Contribution : Ts. Nikman is a member of the Board of Study Panel for Universiti Teknologi Malaysia (UTM) in Johor, an Industry Advisor for Management & Science University (MSU) in Shah Alam, and an Industry Lecturer at Universiti Malaysia Sarawak (UNIMAS) in Kota Samarahan. He has made significant contributions to academia and the industry through his knowledge, experience, and the deployment of research grants for Environment, Society, and Governance (ESG) research.

Competent Person : Ts. Nikman has received various competencies and endorsements from regulatory and government bodies in Malaysia, specifically in Civil, Water, Electrical, Safety and Telecommunications fields. Ts. Nikman has obtained competency in Working at Height (WAH) from the National Institute of Occupational Safety and Health (NIOSH), Licensed Main Layers (Water Reticulation) from the Sarawak State Water Authority, and Introduction to Solar PV Design from Universiti Malaysia Sarawak (UNIMAS) & Ministry of Utilities and Telecommunication, Sarawak. Additionally, he holds Certificates of Competency in Fiber Optics (CA1C) and Copper Installation (CA2A) from Telekom Malaysia (TM) and the Malaysian Communications and Multimedia Commission (MCMC).

TVET Achievement : Ts. Nikman, received his Technical Vocational Education and Training (TVET) competency certificates. Ts. Nikman has obtained TVET in Certified Construction Project Manager (CCPM) Level 6 from CIDB Malaysia, Certified Construction Project Management (CCPM) Level 7 from OTHM Qualifications United Kingdom, Water Reticulation Pipe Installer Level 1 from ABM CIDB Malaysia, Building Decorative Painter (Level 1) from ABM CIDB Malaysia and 11KV Cable Jointer fromABM CIDB Malaysia. Currently, application of the Certified Manager in Civil Structure Certificate from Malaysian Skills Certificate (Sijil Kemahiran Malaysia – SKM) & Building Contract Electrical Wiring (BCEW) from EIU is still in process.

Nikman is a Graduate Technologist of Malaysia Board of Technologist (MBOT), Engineering Technologist of Board of Engineers Malaysia (BEM), Member of the Technological Association of Malaysia (TAM), Incorporated Member of Institution of Engineers, Malaysia (IEM) Malaysia,  Member of The Institution of Engineering and Technology (IET) United Kingdom, Lifetime Member of Association of Professional Technicians and Technologists (APTT) Malaysia, Member of Malaysia Association of Engineers (MAE) Malaysia, Member of Malaysian Society of Engineering and Technology (MySET) Malaysia, Certified Builder of Association of Certified Construction & Project Development Managers (ACCPM) Malaysia, Member of Chartered Association of Building Engineers (CABE) United Kingdom, Member of Chartered Institution of Building Services Engineers (CIBSE) United Kingdom, Member of Society of Operations Engineers (SOE) United Kingdom and Member of Chartered Institute of Building (CIOB) United Kingdom.

Professional Experiences : Currently, Ts. Nikman is the Founder and Director of Black Dot Management (99750), Black Dot Management Sdn. Bhd., Black Dot Management (UK) Limited, BDM Eureca Sdn. Bhd.. Ts. Nikman is holding corporate portfolio without share as Independent Executive Director for Carina Sdn. Bhd. and Singga Holdings Sdn. Bhd. The companies is actively participate in Engineering, Consulting, Investment Holdings and Facility Management.

Entrepreneurship & Strategy : Ts. Nikman stands out as one of the youngest Technologists and Entrepreneurs who actively participate in government contracts and projects. As a young Entrepreneur and Technologist, Ts. Nikman has successfully spearheaded a highly sophisticated engineering firm, which is fully registered with CIDB G7 and holds Class A classification in Sarawak. Under his leadership, Ts. Nikman has consistently achieved corporate milestones, resulting in the company’s recognition as a Sarawak Native Company and its establishment as a Gazetted entity under Sarawak Law. As part of Ts. Nikman’s global expansion initiative, the company has even established a new branch in the United Kingdom. This move not only supports the company’s global expansion endeavors but also facilitates investment networking for Black Dot Management Sdn. Bhd. to further its growth.

Technical Experiences : Ts. Nikman has involved in multiples and various projects in Civil Engineering, Buildings, Infrastructure and Facility Management. Ts. Nikman also involved in Project Management Consultant for 50KVA Diesel Power Generators PMCM projects under Kementerian Kerja Raya Malaysia and Cost Estimation for 132KV, 275KV and 500KV Transmission Line Projects under Joongsun ICT Co. Ltd (South Korea) and Shorefield Sdn. Bhd (Malaysia). Currently, Ts. Nikman is leading the execution of the SAWAS project under Jabatan Bekalan Air Luar Bandar (JBALB) Sarawak.
